June 2, 2006

Minutes Quorum:  1-Francisco Guerra, 2-Lori Lamb (proxy), 3-Norman Kia, 4-(absent), 5-Camilla Serrano, 6- Frankie Elrod, 7-(absent), 8-Jim Kalas, 9-Marx Deer (proxy) Also present: Kristi Elrod (D6), JoAnn Kalas (D8) Meeting started at 12:10 pm.  Camilla introduced the new DAs – Norman Kia from District 3.  Johnny Sisneros, District 4, did not attend.  Lori Lamb from Alamogordo Little League represented District 2 for Troy Grant, and Mark Spear represented District 9 for Grace Estrada.

  1. The January 9, 2006, Minutes were approved as submitted.
  1. Treasurer amended the report in the packet to reflect postage and the 2006 region fee of $100.  Balance as of June 2, 2006, is $1719.40.  District 3 paid the 2006 dues at this meeting, and District 2 has mailed theirs.  Only District 4 has not current with dues.
  1. Election of Officers for 2006-2008:
  1. President – Camilla Serrano (7-0) (nominated by District 9)
  2. Vice-President – Jim Kalas (7-0) (nominated by District 5)
  3. Secretary/Treasurer – Francisco Guerra (7-0) (nominated by District 5)
  1. The following actions were taken on Information Items from the January 9, 2006, were discussed and approved as amended to Article VII of the NMDA Operating Guidelines (Because of the amendment to VII on 10/23/2004 the numbering has been changed.) :
  1. In order for a district to host a state tournament, all NMDA dues must be paid in full on or before May 1.  (moved to vote by D8, second D9, passed 7-0)
  2. In order for a district to host a state tournament, the district must have sufficient motel accommodations for all teams and tournament officials.  Notification from the host district of sufficient accommodations to the DAs must be made by May 1. (moved to vote by D9, second D1, passed 7-0)
  3. In order for a district to host a state tournament, the district must provide an acceptable list of “qualified umpires” by May 1.  “Qualified Umpires” are umpires trained by a Region authorized umpire trainer.  No umpire will be allowed to umpire more than two games per day.  (moved to vote D5, second D9, passed 7-0)
  4. In order for a district to host a state tournament, the… .  (District 8 pointed out that this amendment to the Guidelines had already been approved in October 25, 2004, so this item was withdrawn.)
  1. State Tournament Local Rules.  Attachment A are the State Tournament Rules adopted for 2006.
  1. State Tournament Schedule.  Attachment B is the amended 2006 State Tournament Schedule.
  1. Proposed amendment to NMDA Guidelines was withdrawn by District 8.
  1. New Business.  A seminar by personnel from Williamsport is being worked for some time in early November.
  1. Meeting was adjourned at 3:45 pm.  The next NMDA meeting is being considered for October of this year or concurrent with the Williamsport seminar in November.
